The Community Development Department's primary responsibility is to oversee the planning, zoning, building, and code enforcement activities of the Village of Carpentersville. This department has three functions: planning and zoning, building and code enforcement.

Planning and Zoning
Planning and zoning functions are directly related and pertain to the review and analysis of potential development. Whether you need a variance, a rezoning, or are considering annexing or developing property within the Village of Carpentersville, the Planning and Zoning personnel will guide you through the process.
Building
Building Inspectors are responsible for reviewing building plans and issuing permits. If you’re putting in a new water heater or shed, or constructing a residential, commercial or industrial building, the work requires some type of permit or approval. Permits for all construction activity are issued by the Community Development Department following approval of specific building plans.
Code Enforcement
Code Enforcement Officers ensure compliance with the codes and ordinances (the Municipal Code) in effect within the Village of Carpentersville. This includes, but is not limited to, property maintenance, unkempt lawns, accumulation of debris, etc. A Rental Inspection Program has been implemented by the Code Enforcement Division.
