The Mission of the Community Development Department is to maintain and improve neighborhoods by developing and implementing innovative programs and enforcement methods; to guide development projects by providing professional planning, plan review, and inspection processes that are integrative, comprehensive, and long-range; to monitor impacts of development and property maintenance code provisions and recommend amendments to ensure desired outcomes are achieved; to provide responsive customer service with the highest level of integrity and professionalism; and to remain committed to promoting and protecting the health, safety, well-being, and welfare of all Village residents and businesses.
2009/2010 ACCOMPLISHMENTS
- For the first time since the department was organized in 1999, all staff members meet or exceed the credentialing requirements of their positions.
- Continued to over-see the development approval process. The process is comprehensive, expedient, professional, helpful, and it is flexible enough to provide the service needed for a variety of development proposals.
- Developed and implemented a quasi administrative adjudication program to dismiss circuit court cases if code compliance is confirmed and the pre-court penalty is paid within 10 days of the date of the citation. This new process has resulted in more timely property upgrades and additional revenues.
- Completed the “Follow-the-Paver” program in the Indian and Bird neighborhoods. This program focuses code enforcement activities in areas with recent street repairs. Each area is thoroughly inspected, property maintenance violations are corrected and unregistered residential units are brought into compliance and licensed.
- Finished a “sweep” of the Morningside area. This work involved working with the residents to clean up the premises, make building repairs, and get all rental units registered and licensed.
- Prepared a cost analysis for the Audit and Finance Commission of the rental licensing program and met several times with the Commission and landlords to discuss the Rental Licensing Program Fees.
- Worked with the Chairman and members of the Carpentersville Improvement Committee (CIC) to solidify the committee’s organizational structure, organize the 1st Annual Paint-a-thon, and to develop strategies for new 2010 programs: Adopt-a-Block, Graffiti Deterrent, and Fund-raising.
- Began meeting monthly with area contractors to review Carpentersville’s 2008 amendments to adopted state and model building codes and completed revisions related to the State of Illinois’ Plumbing Code.
- Began working with a consortium of housing development non-profits to develop an effective strategy to apply for Neighborhood Stabilization Program (NSP) funds to mitigate the negative impacts of housing foreclosures.
- Accelerated the use of NSP funds for residential weatherization projects by eliminating the building permit and inspection requirements for work limited to replacing windows and insulating attics.
- Held on-site meetings, completed plan reviews, issued permits, and performed inspections at Foxview Apartments for various renovations in all 374 units, for the installation of new boilers, hydronic heating units, mansard roofs, and the siding of all 27 buildings, for the renovation of the leasing office, and for the construction of two laundry room additions, an equipment storage garage, 14 masonry dumpster enclosures, and 18 exterior staircases.
- Processed nine zoning variance requests from six residents. This continuing low number of zoning cases reflects staff’s ability to find suitable complying alternatives by working with residents to solve problems.
- Completed the Longmeadow Parkway Corridor Study and Market Review as an amendment to the 2007 Comprehensive Plan.
- Continued to assist other Village Departments by:
- Conducting site-visits for the Village Clerk to get owners/managers to promptly register their business.
- Posting residences as uninhabitable if the Finance Department terminates water service for non-payment. This action gets delinquent water bills paid promptly so the service can be restored and the residences will meet the minimum standards for habitability.
- Informing the Police Department’ Community Service Officers of locations of inoperable and junk vehicles so these nuisances can be removed from neighborhoods.
- Creating a new Village street map using Geographic Information System (GIS) technology. As the only department with GIS abilities, Community development has prepared various maps for several departments.
2010/2011 OBJECTIVES
- Strive to make the primary functions of the Community Development Department self-supporting by evaluating the costs and benefits of operations, programs, and processes and by eliminating work that does not add value to Village residents.
- Continue to improve the consistency, effectiveness, and efficiency of building and code enforcement inspection services.
- Complete MUNIS data entry and set-up to allow the Rental Licensing Program to be better managed and the process more completely automated.
- Continue to update Community Development web page with current Building, Code Enforcement and Planning and Zoning information and applications.
- Complete the installation of standardized toter enclosures and fencing in the Morningside area.
- Fully implement the four year rental licensing fee payment plan for Single Family Residential units.
- Conduct comprehensive property maintenance and rental licensing “sweeps” of the Berkshire; City Streets; Lincolnwood Manor; and Spanish neighborhoods.
- Look for further opportunities to assist other Village Departments.
